' Caleb Cusnlng-Relatlon With Spain and Cuba Clearly Defined. Washington, Oct. 81. Since Caleb Gushing went to Mad id, iu the capa city of Minister of the TJuited States, less than two years ago, there has been four different ohanges in the Spanish Cabinet. These changes, and the prevalence of civil war, have affected and neoesaarily delayed the transaction of the business with which be was charged. The instructions be received from this Oovernment had reference entirely to the actual state of the Island of Cuba, and its relation to the United State as wet) as to Spain. He was also furnished with a selection, in chronological order, of the numerous dispatches which had paused between the two Governments. From them he .., derived ample information, not only oonoerniug epeoial questions which had arisen from time to time, but altto respecting the general purposes and policy of the President iu the premises. The discussion of the Spauish Cabinet's reply, to what is ealied in the late Madrid telegram,- the Washington Note, has reference to the unsettled question between the two countries. The statement of them being free from the verbiage of correspondence and prosented in a comparatively brief memorandum. The exaot points of this official paper cannot be ascertained, - but they may be inferred from the views of tbe President which form the basis of instructions to Minister Gush ing, and which show that the President regard the civil dissentions in Cnbi, and especially the sanguinary hostili ties which have been prevailing there for the last een years, aa produoing effects in tbe Unites States stoond in Sravity only lo those which they pro ooe la Spain. ' Meantimeour political relation to Cuba is altogether anomal ous, seeing that for any iujury done to the United State or her citizens in ' Cuba, W have no direct means of re dress there and can obtain it only by low and circuitous action by way of Madrid. The ultimata issue of events in Cuba will be its independence, how ever that issue may, be produced, whether by means of negotiation, or as tbe resale ox military operations, or of one of those unexpected incidents which bo frequently determine the fate of nations. The oontinuanoe of the insurrection' grows day by day more unaupportable to the United States, and while the attention of this Government is fixed on Cuba iu the interest f humanity,.by the horrors of oivil war prevailing there, it cannot forbear to reflect tbat the existence of slave labor in Cuba, and its influence over the feelings and interests of the Peninsula Spaniards, lie at the foun dation of all the calamities whioh now fleet the Island. The President nan not been w tbout hope tbat all these question might be settled by the spontaneous act of Spain herself, she being more deeply interested in such s statement, than all the rest of the worli .TheiV momentous question, what decision the United States shall make,ia a serious anddiffljnli one, and J not to be determined without careful consideration of it complex elements of domestio and foreign policy, but the dstermination of which may at any moment be forced upon us by occur rence either in Spain or Cuba. Withal the President cannot but regard inde pendence and emancipation as the only certain end, and iu Ms mind all inci dental questions are quits subordinate to those of larger object concerning the United States in this respect. The President doe not roedi'ate or deaire the anexation of Cuba to tho United States, bnt its elevation into an inde pendent tepublio of fre m-n, in bar- mon v with onraelve and with the other republic of America.
